PhillipsGeorge Phillips, Esq. has served on the board since 2003 and was elected to be its chairman in February 2007. Mr. Phillips recently joined the law firm of Bone McAllester Norton PLLC, where he concentrates his law practice in the areas of corporate and business law, communications law, labor and employment law, and commercial and business litigation. Prior to joining Bone McAllester Norton PLLC, Mr. Phillips spent ten years as General Counsel and Senior Vice President of a national home shopping network, a public company later acquired by a national communications company. Previously, he worked in the government sector, serving as Counselor to the Assistant Attorney General, Civil Division, in the United States Department of Justice in Washington, D.C. from 1993 through 1997 and as the chief of staff to the Assistant Attorney General for the Civil Division. He also supervised the Office of Consumer Litigation, which represented the Food and Drug Administration, Federal Trade Commission, and Consumer Product Safety Commission and served as Acting Deputy Assistant Attorney General of the Office of Immigration Litigation. Mr. Phillips is a member of the Nashville, Sumner County, and Tennessee Bar Associations. He was recently selected to be the General Counsel of the Gallatin Downtown Library Committee that is building a new $6 million library for the City of Gallatin and Sumner County. Mr. Phillips received his Bachelor of Arts, magna cum laude, from Duke University with majors in public policy and economics and his Juris Doctor, Order of the Coif, from the University of Tennessee College of Law, where he was also an executive editor of the Tennessee Law Review.

TJonesTonya Jones, founder and president of Mark IV Enterprises, Inc., a general contracting firm that specializes in commercial construction, serves as vice chairman of the board. Ms. Jones has over 25 years of experience in the construction industry and has received numerous awards in the field. She was named Woman Business Owner of the Year - Industrial by the Middle Tennessee Chapter of the National Association of Women Business Owners in 1997, and she received the Home Builder Association of Tennessee Builder of the Year award in 1995. Ms. Jones is a Life National Board member of the National Association of Home Builders. Among other notable business and civic involvement, Ms. Jones is active in the National Federation of Independent Businesses and was featured in the television series Focus on Small Business. Additionally, she serves on the Davidson County Planning Commission and is a Southeast Region Board member of US Bank. Most recently she was honored by the Mid South Better Business Bureau as the 2006 Ambassador of the Year for business ethics and integrity, and she was nominated for and chosen to be this year’s inductee into the Tennessee Homebuilders Hall of Fame.

JenkinsDecosta E. Jenkins joined the board in 2003 and serves as its treasurer. Mr. Jenkins is Chief Executive Officer of Nashville Electric Service (NES). Before his promotion to President, he served as Senior Vice President and Chief Financial Officer for NES. Prior to joining NES, Mr. Jenkins was with Deloitte and Touche for 11 years, where he worked in the audit department with both public and private entities. Mr. Jenkins graduated from the University of Tennessee with a Bachelor of Science in Accounting, and he is a member of the American Institute of Certified Public Accountants. He serves on the Board of Directors of Goodwill Industries, the Tennessee Valley Public Power Association, the Salvation Army, Backfield in Motion, YMCA of Middle Tennessee, and Saint Thomas Health Services. Mr. Jenkins also serves as Chairman of the Board of Samaritan Ministries/Project S.E.E. and serves on the Tennessee Commission on Continuing Legal Education and Specialization and the Nashville Area Chamber of Commerce’s Finance Committee.

LackeyHerbert Lackey, retired principal of Black Fox Elementary School in Cleveland, Tennessee, serves as secretary of the board. A life-long educator, Mr. Lackey has received numerous national, state, and local awards for educational excellence. He taught Vocational Agriculture/FFA for more than 25 years at Bradley Central High School and was named National Agriculture Teacher of the Year. As a principal, Tennessee Education Association presented him as the 2000 Distinguished Administrator of the Year. He holds a B.S. Degree in Agriculture and a M.Ed. degree in Educational Administration and Supervision from the University of Tennessee, Knoxville. He currently serves as a member of the Board of Directors of the Family Resource Agency. He is a member of the Westmore Church of God. He is currently a beef farmer in McDonald, Tennessee.

Bradley_webChristine Bradley, PhD, the board’s member-at-large, is the assistant vice chancellor for community, neighborhood, and government relations at Vanderbilt University. She has an extensive career in both the public and private sector spanning more than 25 years. Prior to her current position, Bradley was the Executive Director of the Nashville Career Advancement Center, overseeing seven sites and the provision of services to more than 91,000 clients a year. Earlier she served as the state director for a national health care firm, specializing in working with troubled youth and their families. In the early 1990’s she was appointed chief of staff for Mayor Phillip Bredesen, in Nashville, Tennessee during a time when the city was growing to include a new art museum, a professional football team, and a state of the art arena. She also served on the cabinet for Governor McWherter as the first woman to head up the Department of Correction in Tennessee. In this capacity she implemented Total Quality Management, was able to obtain full accreditation status for the department, and received the first CEO award presented by the American Correctional Association. Ms. Bradley received a BS from Bowling Green State University, her masters degree from St. Bonaventure University, and her doctorate degree in administration from Tennessee State University. Recently, she was named one of the Nashville Business Journal’s 30 Women of Influence. A native of Ohio, she and her husband Mike have two children.

CommissionerLittle_webTDOC Commissioner George Little, a veteran correction administrator for the state, was appointed Commissioner of Correction by Governor Bredesen on September 8, 2005 and sworn in on October 3, 2005. The Department of Correction has custody of approximately 20,000 felony offenders in 15 prisons located across the state and employs a workforce of more than 5,000 employees. Mr. Little most recently served as Director of Shelby County Division of Corrections, where he provided oversight of the administrative functions of the division, including the preparation of the division’s operating and capital budgets and general oversight of the day-to-day operations of the division. His previous experience also includes the positions of Assistant to Executive Director, Tennessee Board of Probation and Parole in Nashville; Regional Director, Tennessee Department of Correction in Memphis; Warden, DeBerry Correctional Institute, Tennessee Department of Correction in Nashville; Assistant Commissioner, Adult Institutions, Tennessee Department of Correction in Nashville; and Assistant to Governor Lamar Alexander, Office of State Planning in Nashville. Mr. Little received a B.A. in Economic and Business Administration from Morehouse College (Atlanta, Georgia) in 1977 and participated in a Graduate Study of Economics, Urban/Regional Development from the University of Texas (Austin, Texas) from 1977-1979.

yorkg Greg York is Director of Operations-Door Products for Marvin Windows and Doors of TN and Milworks Internacional in Honduras. He has over 22 years experience in operations management in a diverse range of disciplines and industries that include automotive, outdoor power equipment, furniture, and fenestration products. He is currently responsible for manufacturing operations in Tennessee, Honduras and Nicaragua. Since Mr. York joined Marvin in 2001, they have been recognized for achieving several awards of excellence including the Governor’s Large Business of the Year, TOSHA Star/VPP Certification, Tennessee Pollution Prevention Partnership, ISO 9001 Certification and the Tennessee Center for Performance Excellence Achievement Award in 2007. Marvin’s safety culture and processes have been benchmarked by several Fortune 100 companies and Marvin has presented at the Tennessee Safety Congress for the past two years. Marvin has also achieved record sales, profitability and customer satisfaction ratings during

Mr. York’s tenure. Mr. York received his Bachelor of Science in Industrial Engineering from Tennessee Technological University and his Masters Degree in Engineering Management from the University of Tennessee Knoxville. He serves on the Lauderdale County Tennessee Technology Advisory Board and the University of Tennessee at Martin Development Committee. He is a native Tennessean and he and his wife Emily have three children.

Teresa Stallings was appointed to the board in July 2009. Ms. Stallings is the Transition Coordinator for the Tennessee AFL-CIO Technical Assistance Program.  She has been involved with the labor movement for twenty-eight years where she has been a member of the Meatcutters Union, the Food and Commercial Workers Union and currently a member of the Office and Professional Union. Ms. Stallings also serves on the board of directors as the labor director for Tennessee Employment Research Relations Association (TERRA).  She is a member of Victory Baptist Church in Mt. Juliet.  She was born and raised in Tennessee and has two children.

WeilandPatricia Weiland was appointed Chief Executive Officer/Executive Director of the Tennessee Rehabilitative Initiative in Correction (TRICOR) in 1996. Since joining TRICOR, she has led the organization through a time of significant growth and change, including its reorganization as an independent entity governed by a Board of Directors. She has developed and implemented TRICOR’s first Performance Based Pay System and its statewide Workforce Development Initiative. Ms. Weiland is a graduate of the University of Wisconsin at Whitewater. She serves as a member of the Tennessee Reentry Coalition and is on the Board of Directors for Project Return, Inc. Ms. Weiland is the former Chairman and Past President of the National Correctional Industries Association’s Board of Directors. As an advocate of criminal justice reform and nationwide offender reentry initiatives, Ms. Weiland serves as the Chairman of the Correctional Industries National Task Force on Offender Reentry. She was selected to represent the United States and provide expert consultation to the International Labor Organization in the area of Inmate Labor and Work Programs for the 29th Conference of the Geneva Convention in Geneva, Switzerland. In March of 2006, she was presented with the National Correctional Industries Association’s prestigious Rodli Award which recognizes an industries executive who has made sustained, outstanding contributions to the field during the course of his/her career.
